1. Cyflwyniad / Introduction
Mae’r polisi hwn yn amlinellu sut mae Cyngor Cymuned Llansannan yn defnyddio Teledu Cylch Cyfyng (TCC) i fonitro mannau cyhoeddus o fewn y gymuned.
This policy outlines how Llansannan Community Council uses Closed Circuit Television (CCTV) to monitor public areas within the community.
2. Diben y System / Purpose of the System
Prif ddibenion y system yw:
Gwella diogelwch y cyhoedd.
Atal a chanfod troseddau ac ymddygiad gwrthgymdeithasol.
Diogelu asedau’r Cyngor.
The primary purposes of the system are:
To enhance public safety.
To prevent and detect crime and anti-social behavior.
To protect Council assets.
3. Cwmpas y System a Lleoliad y Camerâu / System Scope and Camera Locations
Mae’r system yn cynnwys cyfanswm o 6 camera, wedi’u lleoli fel a ganlyn:
4 camera allanol: Wedi’u gosod i fonitro Sgwâr y Pentref a’r cyffiniau.
2 gamera mewnol: Wedi’u lleoli ar lawr isaf yr adeilad sy’n gartref i swyddfa’r Cyngor Cymuned a’r gwasanaeth allestyn Post Brenhinol.
Mae’r system wedi’i lleoli mewn eiddo preifat y mae’r Cyngor yn rhentu’r llawr isaf ohono. Mae gan y Cyngor ganiatâd a gwybodaeth lawn perchennog yr adeilad i gartrefu a gweithredu’r system TCC yno.
The system comprises a total of 6 cameras, located as follows:
4 external cameras: Positioned to monitor the Village Square and surrounding area.
2 internal cameras: Located inside the ground floor of the building which houses the Community Council Office and the Post Office outreach counter.
The system is housed within a private property where the Council rents the ground floor. The Council has the owner’s full permission and knowledge to house and operate the CCTV system on and within the premises.
4. Masgio Preifatrwydd a Hawliau Unigolion / Privacy Masking & Individual Rights
Mae’r Cyngor yn cydnabod yr angen i barchu preifatrwydd preswylwyr. Mewn achosion lle mae camerâu yn wynebu eiddo preifat, bydd masgio preifatrwydd digidol yn cael ei ddefnyddio i sicrhau nad yw tu mewn i gartrefi unigolion yn cael ei recordio.
The Council acknowledges the need to respect the privacy of residents. In cases where cameras face private property, digital privacy masking is applied to ensure the interior of individuals' homes is not recorded.
5. Cadw Data a Diogelwch / Data Retention & Security
Bydd data’n cael ei gadw am gyfnod o 30 diwrnod yn unig, oni bai bod angen ei gadw ar gyfer ymchwiliad cyfreithiol.
Mae mynediad i’r recordiadau wedi’i gyfyngu i’r Rheolwr Data yn unig.
Mae pob recordiad wedi’i ddiogelu gan gyfrinair.
Data will be retained for a period of 30 days only, unless required for a legal investigation.
Access to recordings is restricted to the Data Controller only.
All recordings are password-protected.
6. Ceisiadau Gwrthrych am Wybodaeth (SAR) / Subject Access Requests (SAR)
Mae gan unigolion yr hawl i weld delweddau ohonynt eu hunain. Rhaid cyflwyno cais yn ysgrifenedig i Glerc y Cyngor.
Individuals have the right to view images of themselves. Requests must be made in writing to the Council Clerk.

2. Diben y Prosesu / The Purpose of Processing
Gweithredir y system er mwyn atal a chanfod troseddau, cynnal trefn gyhoeddus, a sicrhau diogelwch
preswylwyr ac ymwelwyr mewn ardaloedd prysur (Sgwâr y Pentref, mynedfa’r Feddygfa, a’r Brif Ffordd).
The system is operated to prevent and detect crime, maintain public order, and ensure the safety of residents
and visitors in high-traffic areas (Village Square, Medical Surgery entrance, and Main Road).
3. Anghenraid a Chymesuredd / Necessity and Proportionality
Anghenraid: Mae’r TCC yn monitro ardaloedd lle mae llawer o bobl yn cerdded i atal trosedd a hanes o
ymddygiad gwrthgymdeithasol/pryderon diogelwch traffig.
Cymesuredd: Mae camerâu wedi’u gosod ar asedau cyhoeddus. Defnyddir Masgio Preifatrwydd digidol
ar unrhyw ffenestri preswyl (yn benodol y fflat uwchben y feddygfa) er mwyn sicrhau nad oes monitro
ymwthiol o gartrefi preifat yn digwydd.
Necessity: The CCTV monitors high traffic areas to prevent crime and a history of anti-social
behaviour/traffic safety concerns.
Proportionality: Cameras are fixed to public assets. Digital Privacy Masking is applied to any residential
windows (specifically the flat above the surgery) to ensure no intrusive monitoring of private dwellings
occurs.

The Council may hold the following types of information:
Contact Details: Names, addresses, phone numbers, and emails (e.g., from correspondence or enquiry forms).
Electoral Information: A copy of the Electoral Register (to verify residency within the community).
Financial Data: Bank details if you rent land from the council or provide a service to us.
CCTV: Video images of public areas (Village Square and the highway).
Planning: Comments on planning applications submitted to the Council.

Under the UK GDPR, our legal basis for processing data is Public Task (Article 6(1)(e)) and Legal Obligation (Article 6(1)(c)).
5. Cadw Data / Data Retention
Cedwir delweddau TCC am 30 diwrnod.
Cedwir gohebiaeth gyffredinol am gyfnod o [e.e. 2 flynedd], oni bai bod rheswm cyfreithiol dros ei chadw’n hirach.
Cedwir cofnodion ariannol am 6 mlynedd at ddibenion archwilio.
CCTV images are kept for 30 days.
General correspondence is kept for [e.g., 2 years], unless there is a legal reason to retain it longer.
Financial records are kept for 6 years for audit purposes.
