PENDERFYNWYD: I wrthod cais 8.6 Cyf: 0/46451 ac i nodi’r rhesymau dilynol,

Nodir yng nghynllun Datblygu Lleol Conwy y blaenoriaethau o “Ddiogelu amgylchedd naturiol ac adeiledig Conwy” a hefyd “Diogelu a hyrwyddo’r iaith Gymraeg a Hunaniaeth Gymunedol”.  Mae’r cais hwn yn mynd hollol i wrthwyneb y blaenoriaethau hyn.

2. Mae’r Cyngor hefyd yn blaenoriaethu diwallu’r angen am Dai Fforddiadwy i bobl lleol, ond mae cais fel yr hyn sy’n ei gyflwyno o adeiladu Ty Haf yn prisio pobl lleol allan o’u cymunedau a gallai agor drysau i ragor o ddatblygiadau o’r math yn yr ardal.

3. Cyfeirir at Brynrhydyrarian fel Pentrefan yn y Cynllun Datblygu Lleol, a nodir yn glir “Dros gyfnod y Cynllun ni roddir dyraniadau ar gyfer datblygiadau mewn Pentrefannau”. 

Mae'r Cyngor hefyd am dynnu sylw Adran Cynllunio CBS Conwy i ffeithiau sydd angen eu cwestiynnu'n gryf yn adroddiad Mr Fred Davidson (asiant Mr Prees)

Pa dystiolaeth sydd fod dirywiad yn yr ardal?

Pa dystioaeth sydd fod y gymdogaeth yn ystyried fod yr adeilad yn hyllbeth?
“...a building of contemporary design reflecting the surrounding countryside”.
Nid yw'r Cyngor yn ymwybodol fod unrhyw drafodaeth  wedi cymeryd lle gyda  aelodau o'r gymdogaeth leol.  

Mae Cyngor Cymuned Llansannan yn gwneud cais i Gyngor Conwy gynnwys Capel Horeb i’w rhestr o ‘Adeiladau ac Addeiladau o Bwysigrwydd Lleol’, gan y byddai ei ddymchwel yn golled i hanes a chymeriad unigryw yr ardal.

9.3 25/06 Simon Hunt Coed Cymru.Ymateb i ofynion Y Cyngor ynglyn a Coedlan Pen yr Allt.

1) I can confirm that the woodland is owned by Mr Williams, his mother lives at Pen yr Allt, Llansannan, adjacent the woodland.

2) Neighbouring properties are aware, Mr Williams has spoken to them as far as I know - there are legal issues with one neighbour and the owner has not been able to consult him.

3) The volumes of timber being extracted are fairly low, 130 cubic metres over 5 years. It will mostly be for local firewood supplies so limiting the movement of large vehicles.

4) The woodlands will be thinned as part of long-term restoration to ancient woodland. The volume to be thinned from the woodland has been calculated as the sustainable yield, i.e. the remaining trees will put on as much growth as has been removed during the 5 year thinning cycle. Site native tree species (mostly oak) will be retained changing the nature of the woodland from part conifer plantation and part natural woodland to part mixed woodland and mostly natural woodland over time.

5) Mr Williams will be employing local contractors as far as possible.

3. Approval of the Councils previous meeting’s minutes 12/06/19. RESOLVED: That the minutes of the meeting held on 12/06/19 be approved and signed as a correct record.

4. Matters arising from the minutes. RESOLVED: Ysgol Bro Aled Bus Shelter – As no response as yet has been received from Conwy CBC’s Wil Roberts and Vic Turner for a site meeting, it was resolved to proceed with the project.

5. County Councillor’s monthly report. County Cllr Sue Lloyd-Williams presented a report for June which included information regarding changes to members of CBC Conwy’s cabinet and a diary of local events in June and July.

Suspend the Standing Orders.

6. Public’s opportunity to present statements. Eifion M Jones asked for the Council’s blessing to enable residents of Llansannan to adorn the village in preparation for the National Eisteddfod.

The chairman referred to the local Fundraising Committee for all their endeavours in meeting the allocated target set for the area.

RESOLVED: No comments nor objections were voiced against applications 8.1, 8.2, 8.3, 8.4, 8.5.

RESOLVED: DECISION: Reject application 8.6 and to present the following reasons.

1. Conwy’s Local Development plan’s priorities are to “Protect Conwy’s outstanding natural and built environment” as well as “Safeguard and promote the Welsh language and community identity”. This application goes against these priorities.

2. Also, another of the Council’s priorities is to meet the need of Affordable Housing for local residents. However applications such as this one to build a Holiday Home can price local residents out of their communities. This could result in a rise in similar developments in the area.

3. Bryn Rhyd yr Arian is referred to as a Hamlet in the Local Development Plan and it clearly states, “Over the Plan period, there will be no allocations for development within the Hamlets”.

4. Llansannan C C would draw the Planning department attention, and to strongly question Mr Fred Davidson (Mr R Prees’ agent) who claims that the development would bring back to life back to a community that has long been in decline.

What evidence is there that the community is in decline?

Again, what evidence is there that the community regard the building as an ‘eyesore’?

Llansannan C C are not aware that there has been any discussions with the neighbours.

6. Llansannan Community Council wish to make an application to Conwy Council asking them to add Capel Horeb to their list of ‘Building and Structures of Local Importance’. Demolishing it will be a great loss to the area’s history, and unique character.
