5. Adroddiad y Cynghorydd Sir. ‘Roedd copiäu wedi ei dosbarthu i’r Cynghorwyr a cyfeiriwyd at: nifer o gyfarfodydd efo gwahanol swyddogion, a mudiadau sirol a lleol. Cyfeirwyd yn ychwanegol at, ymddygiad gwrthgymdeithasol yn Groes, tacluso mynwent Groes trwy gymorth y Gwasanaeth Prawf. Problemau efo gwasanaeth BT i rai o yr drigolion ardal. Mae BT yn ceisio datrys hyn. Cyfeiriodd at waith mae’r Gwasanaethau Priffyrdd a Chludiant yn ei wneud ar nifer o ffyrdd lleol a oedd yn cynnwys allt Hwlffordd, ffordd Tan y Fron at Deunant, a ffordd Llansannan am Ddinbych.

6. Cyfle i’r cyhoedd annerch y cyfarfod. ‘Roedd Mr Coombes yn bresennol ac annerchodd y cyfarfod. Cyfeiriodd at gyfarfod Mis Chwefror eitem 2 ar yr Agenda Cyfle i Ddatgan Diddordeb Personol ar unrhyw fater sydd isod. Credai y dylai Trefor Williams fod wedi gwnud datganiad oherwydd ‘roedd trafodaeth ar y Swyddfa Post a’i fod yn berchen ar yr adeilad. Atebwyd y mater gan y Clerc. Y Cyngor Cymuned sydd yn gyfrifol am fusnes y Swyddfa Post gan mai’r Cyngor yw tenant yr adeilad ac nid oes gan Trefor Williams unrhyw beth i’w wneud a’r defnydd sydd yn cael ei wneud ynddo. Mynegodd hefyd nad yw yn defnyddio’r Gwasanaeth Post yn y pentref o achos diffyg preifatrwydd yn yr adeilad pan mae nifer o gwsmeiriaid yn disgwyl gwasanaeth ynddo. Cyfeiriodd at gywirdeb y cofnodion unwaith eto gan ddweud ei fod yn credu nad oeddent yn adroddiad cywir o gyfarfod mis Chwefror. Atebwyd hyn gan y Cadeirydd trwy ddweud nad oes posib cynnwys pob gair a ddywedwyd mewn cyfarfod yn y cofnod. Nid ydynt yn ddogfen gyfreithiol nes eu bod wedi ei llofnodi yn ystod cyfarfod dilynol ac os ydynt yn dderbyniol i’r cynghorwyr, dyna ddiwedd y mater.

7. Materion y Cyngor. 1. Swydd y Clerc. Penderfynwyd hysbysebu y swydd yn y “Denbighshire Free Press” cyn gynted a phosib.2. Mabwysiadu addasiad o bolisi ymateb i gwynion gan aelodau o’r cyhoedd yn erbyn Cyngor Cymuned Llansannan. Penderfynwyd mabwysiadu hyn. 3. Mabwysiadu Rhif 25. 1 (wedi ei newid) o’r Reolau Sefydlog. Penderfynwyd mabwysiadu hyn 4. Cwyn yn erbyn yn Cyngor. Gwaharddwyd y Cyhoedd o’r rhan yma o’r cyfarfod ynghylyn a’r Clerc gan fod rhan o’r gwyn yn cyfeirio ato. Wedi trafodaeth daethpwyd i’r penderfyniad nad oedd sail i’r gwyn ond y byddai cynnwys cyfeiriad yr Ombwdsmon ar gyhoeddiadau y Cyngor pan fydd rhai yn cael ei cynhyrchu’n y dyfodol. 5. Mabwysiadu Polisi ar Wethredoedd Annerbyniol gan Unigolion. Penderfynwyd mabwysiadu hwn. 6. Mabwysiadu Cynllun Iaith Gymraeg i’r Cyngor. Penderfynwyd mabwysiadu hwn. 7. Taliadau 137. ‘Roedd 14 cais am gyfraniad ariannol wedi ei dderbyn a penderfynwyd a’r roi cyfraniad o £250.00 i Eisteddfod Bro Aled a £100.00 yr un i Shelter Cymru, Marie Curie Cancer Care a Chymorth Canser Macmillan.

4. Open Doors / Drysau Agored. Gwahoddiad i ymuno yn nigwyddiadau Drysau Agored 2011. Penderfynwyd ar roi’r wybodaeth yma i gynrychiolydd o Eglwys St Sannan.
5. Bus Stop. Manylion diweddaraf y brosiect, a cais am ddod i ymweld a’r Cyngor i drafod eu nodau ac amcanion. Penderfynwyd y byddai gwahoddiad i anerch y Cyngor yn mynd i’r mudiad.
6. Comisiwn Ffiniau Llywodraeth Leol Cymru, parthed Arolwg o’r Trefniadau Etholiadol ar Gyfer Bwrdeistref Sirol Conwy. Nid oes newidiadau i’r etholaeth yma.
7. Cyngor Bwrdeistref Sirol Conwy, Gwasanaeth Datblygiad Cymunedol, Gwasanaeth Polisi Cynllunio parthed Cynllun Datblygu Lleol Conwy, Hysbysiadynghylch Ymgynghori â’r Cyhoedd ar y Cynigion i’w harchwilio gan y cyhoedd. Bydd y mater yn codi Mis Ebrill wedi i’r cynghorwyr gael cyfle i edrych ar y cynllun arfaethedig.

12. Unrhyw fater arall. 1. Cyflwr y man parcio newydd i Goed Sied. Mae wedi ei orchuddio efo dail. 2. Y Gwasanaethau Priffyrdd yn tipio defnydd wedi ei godi oddi ar ffyrdd mewn mannau ar ochr y ffyrdd. Y rheswm am hyn yw ei fod yn hawddach gwneud hyn a’i glirio’n ddiweddarch na mynd a’r baw yn bell tra’n gwneud y gwaith. Bydd angen cadw llygad ar hyn er gwneud yn siwr bod y tomeni’n cael ei symud. 3. Tendro am waith i’r Cyngor. Nid oes rhai wedi ei derbyn hyd yma. Penderfynwyd y byddai’r Clerc yn anfon at y rhai a wnaeth gais am y gwaith yn 2009 i ganfod os oes ganddynt ddiddordeb mewn tendro.

Minutes of the meeting held on Wednesday 9th March 2011 at the Bro Aled Education Centre at 8.30pm

3. To read, accept and sign the minutes of the previous meeting. (09-02-2011) It was decided that they were correct and they were signed by the Chairman, Geraint Davies

4. Clerk’s Report.
1. Town and Community Council Liaison Meeting. Communities working together, An example of the Charter Need to declare an interest in this? Copies of the Charter distributed to the Councillors and the matter will be raised at the April council meeting.
2. Einion Huws. Moved into the Police Control Room for two months. It was decided that a letter be sent to the Chief Constable expressing our dissatisfaction with this move.
3. Clerk’s salary. PAYE scheme from 06-04-2011 This post can no longer be self employed.
4. Pamphlets on circular walks using public footpaths around Llansannan. It is proposed that these will be printed before the summer

5. County Councillor’s Report Copies distributed to the members present and included:- Meetings attended with various Officers of the County, individuals and organizations reference was made to antisocial behaviour at Groes, tidying up of the Groes cemetery using the Probation Service, Several residents in the Llansannan area experiencing problems with BT phone lines. BT are currently trying to rectify the problems. Improvements to local roads and by-roads are being undertaken by the Conwy Council Highway and Transportation Services these include Hwlffordd hill, the road from Tan y Fron to Deunant and the road Llansannan towards Denbigh.

6. Opportunity for the Public to address the meeting. Mr Coombes was present and addressed the meeting. He referred to the February meeting item 2 on the agenda, Opportunity for Declaration of Personal interest on matters below. He believed that Trefor Williams should have declared an interest in the Post Office as this was discussed he being the owner of the building. This was answered by the Clerk. The Community Council are responsible for the business of the Post Office as the Council are tenants of the building and Mr Williams has nothing whatsoever to do with the use of the building.. In addition Mr Coombes stated that due to the lack of privacy whilst queuing for service at the Llansannan Post Office he does not use this facility. He also referred to the correctness of the minutes once again and stated that he did not feel that they reflected what was said during the February meeting. The Chair answered by stating that it is impossible to record every word that was said during meetings. Minutes do not become a legal document until signed at the following meeting and if they are deemed correct by the Councillors that’s the end of the matter.

7. Council Matters. 1. The Clerk’s Post. It was decided that the post be advertised as soon as possible in the Denbighshire Free Press. 2. Adopt the Modified Complaints Procedure Policy for complaining by individuals against the Llansannan Community Council. This was adopted. 3. Adopt 25.1 of the Standing Orders (Modified). This was adopted. 4. Complaint against the Council. The public and the Clerk were excluded from the meeting as the complaint was also directed at the Clerk.. Following discussion it was decided that the complaint was unfounded, however, the Ombudsman’s details be included on future Council publications. 5. Adoption of the Council’s Policy on Unacceptable Behavior by Individuals. This was adopted. 6. Adoption of the Council’s Welsh Language Plan. This was adopted. 7. S137 Payments. 14 requests for financial contributions had been received. It was agreed that Bro Aled Eisteddfod receive £250.00, with £100.00 to each of the following: Shelter Cymru, Marie Curie Cancer Care and Macmillan Cancer Support.

8. Planning Applications. .1. Planning Application No. 0/37726. Mr D Davies. Alteration to Dwelling and Conversion of Barn to Provide Additional Living Accommodation. Nant Bleddyn, Acrau Road, Llansannan, Conwy LL16 5NDl. There was no opposition towards this application.

9. Financial Report. £8405.73 (£3000.00)
10. Authorizing of payments.. 1. Cyfieithu Cymunedol Conwy £80.00, (Translation Service) 2. Conwy County Borough Council £282.00 (Community Skips December 2010) 3. Eifion Jones £815.00 (Salary January-March 2011). 4. Eifion Jones £65.44 (Expenses January-March 2011). 5. Arfon Wynne £772.68 (Footpath Maintenance)
It was agreed that these payments be made.

11. Correspondence
1. Environment Agency Wales re. Llansannan Sewage Farm (response to a letter)
2. Dŵr Cymru re. Llansannan Sewage Farm (response to a letter) Monitoting of this site is 24/7and it is not possible for raw sewage to enter the nearby River Aled.
3. Energy Saving Trust re Ynni’r Fro Programme. For information.
4. Open Doors / Drysau Agored. An invitation to take part in Open Doors 2011. Decided that this information to be passed to a representative of St Sannan’s church.
5. Bus Stop. Latest details of the project and a request to visit the Council to discuss their aims and objectives. Agreed that an invitation to address a future Council meeting be sent to this organisation.
6. Local Government Boundary Commission for Wales, re. Review of Conwy County Electoral Arrangements for the County Borough of Conwy No changes to this electorate.
7. Conwy County Borough Council, Community Development Service, Planning Policy Service, ref. Notice of Public Consultation on the Deposit proposals. This will be discussed at the April meeting after Councillors have had time to study the proposed plan.

12. Any other business1. Condition of the newly created Coed Sied lay-by. It is now covered with leaves.2. The Highway Service is tipping material removed from roads onto verge areas along side of roads. This is done as it is easier to remove the material later than having to travel distances whilst undertaking the initial work.. Ther is a need to keep an eye on this practice and ensure that the material is eventaly moved. 3. Tenders for Council work. None received to date. It was dec ided that the Clerk approach those that had tendered during 2009 to see if they were interested
