Bu i’r Cadeirydd ohirio’r cyfarfod dros dro er rhoi cyfle i’r Cyhoedd annerch y cyfarfod.’Roedd diddordeb yn yr ail gais cynllunio, sef codi twrbeini gwynt yn Llys Dymper. ‘Roedd y mwyafrif helaeth o’r sylwadau a wnaed yn erbyn y datblygiad gyda’r prif resymau fel a ganlyn:-Effaith ar iechyd yn enwedig ar gwsg i drigolion sy’n byw ger y twrbeini. Byddai effaith negyddol ar werth eiddo yn lleol. Credir fod effaith negyddol ar dwristiaeth, bywyd gwyllt a’r olygfa. Hefyd mae’r cyfanswm o ynni a gynhyrchir yn fychan i’w gymharu a ffyrdd eraill o gynyrch trydan gan ei bod yn hollol ddibynol ar gyflymdra gwynt. Mae ffyrdd gwell o gynyrchu trydan glân fel defnyddio llanw, paneli haul ayb. Cyfeiriodd unigolyn a oedd o blaid y datblygiad am y drychineb sydd wedi digwydd yn ddiweddar ar ol daeargryn a sunami yn Siapan. Cyfeiriodd yn ychwanegol, at y gwastraff a gynyrchir gan y diwidiant ynni niwclar ac fel mae hwn yn para am ganrifoedd. Cafwyd hefyd wybodaeth fod pobl sy’n byw yng Ngwytherin wedi cael ei hanwybyddu gan Gwmni Ynni Gwynt Cymru Cyf. ai bod wedi gorfod crefu ar y cwmni i ddod a’r arddangosfa i Wytherin er iddynt gael gweld drostynt ei hunain beth fyddai i’w weld o’r twrbeini o’r pentref. Daeth y Cadeirydd a’r drafodaeth i ben ac ail alwyd y cyfarfod ymlaen er i’r Cynghorwyr drafod y ceisiadau cynllunio..
4. Ceisiadau Cynllunio.

Tirweddu Plas y Bryn, Llansannan, Nr Denbigh LL16 5HU Penderfynwyd, wedi trafodaeth nid oedd unrhyw wrthwynebiad tuag at y cais hwn.
2. Cais Cynllunio rhif 0/37722. Wind Power Wales Group Plc. Codi 17 Tyrbin Gwynt (126 m uchder Brig), Adeilad Rheoli / Is-orsaf gyda Chwmpas Diogel, Ceblau Trydanol Tanddaearol yn Cysylltu’r Tyrbiniau ag Is-orsaf , Addasiadau a Lledu Ffordd Fynediad Bresennol Rhwng yr A543 a’r safle gan Gynnwys ei Chyffordd gyda’r A5543 a’r Fynedfa Bresennol i Brif Fynedfa’r Fferm Wynt a Darn Newydd o Ffordd i’r Gogledd-ddwyrain o Argae ar Ben Aled Isaf , Creu Traciau Mynediad I’r Safle Newydd, Platformau Ceraeniau, Mast Anemometreg Parhaol (85m) a Thyllau Benthyg. Tir a Llys Dymper, Gwytherin, Llanrwst Conwy
Gan fod tri wedi datgan diddordeb personnol ar y mater, pedwar aelod oedd gyda’r hawl i fwrw pleidlais ac fe benderfynodd tri bleidleisio er gwrthwynebu’r cais ac un er cefnogi’r cais.. Fellu bydd y Cyngor yma’n anfon sylwadau i’r Gwasanaeth Cynllunio’n gwrthwynebu’r cais.
5. Gohebiaeth. Darllenwyd llythyr a dderbyniwyd gan WREN. Cyfeiriodd at y Brosiect IT i’r Ganolfan ac ‘roedd yn cadarnhau fod y cais am arian wedi bod yn un llwyddianus cyn belled ac y byddai yr arian cyfatebol a addwyd yn cael ei ad-dalu i WREN o fewn cyfnod o fis. Cyfanswm hyn oedd £1650. Cytunwyd yn unfrydol ar wneud y taliad
6. Unrhyw fater arall. Ni godwyd unrhyw fater.

3. Opportunity for the Public to address the meeting. The Chairman adjourned the meeting so that it could be addressed by members present. The interest was in the second planning application viz. the erection of wind turbines at Llys Dymper The vast majority of comments and addresses were opposed to this development for the following reasons:-detrimental health effect especially due to sleep disturbance in the residents living within close proximity to the turbines, There would be a negative effect on local property values. Also it was believed that the impact on tourism, wild life, and the scenery would be negative. In addition, the amount of energy produced by wind turbines is small when compared to other forms of production as wind speed is unpredictable. There are more efficient means of clean electricity production such as tidal and solar panels. One member present referred to the recent tragedy in Japan caused by the earthquake and tsunami with it’s effect on the nuclear electricity stations. In addition there is a continuing problem with nuclear waste disposal as this can remain active for centuries. The resident of Gwytherin informed the meeting that they had been ignored by Wind Power Wales Ltd and that the had pleaded to see the exhibition of the development at Gwytherin so that they could consider the visual impact on the village for themselves. The Chairman brought the discussion and this part of the meeting to an end and the meeting was re-convened for councillors to discuss the planning applications.
4. Planning Applications.
1 Application no. 0/37748. Ms K Pepperell and Mrs L P Howatson. Erection of a managers dwelling (full application). 2. Construction of access. 3. Installation of non mains drainage/surface drainage. 4. Landscaping. Plas y Bryn, Llansannan Nr Denbigh. LL16 5 HU. It was decided that there was no opposition towards this application.
2. Application no. 0/37722. Wind Power Wales Group Plc. Erection of 17 no. Wind Turbines (126m Tip Height), Control Building / Substation with Secure Compound, Underground Electrical Cables Connecting Turbines to Substation, Alterations and Widening of Existing Access Road Between A543 and Site Including the Junction with A543 and Existing Access to Main Entrance of Wind Farm and New Section of Road to North-East of Dam at Head of Aled Isaf, Formation of New Site Access Tracks, Crane Platforms, Permanent Anemometry Mast (85m Height) and Borrow Pits. Land at Llys Dymper Gwytherin, Llanrwst Conwy. As three councillors had declared a personal interest in this application only four members were in a legal position to vote on the matter. Three decided to vote against with one in favour and therefore the Council will forward comments to the Planning Service to the effect that this Council oppose this application
5. Correspondence. A letter from WREN was read to the assembled. It referred to the IT project for the Bro Aled Education Centre and it confirmed that the application for funding had been successful pending receipt of the promised match funding. within one month. This amounted to £1650.00 and it was agreed unanimously that this be paid.
6. Any other Business. No other matter was raised
